He said setting up BICI, alongside other measures including approval of the direct compensation initiative aimed at promoting the principles of justice.
He added the administrative procedures taken through the Civil Settlement Initiative reflect wish to expedite the compensation process while maintaining the legal right which is guaranteed by the constitution.
Shaikh Khalid pointed out that the compensation programme is of humanitarian values and seeks to preserve human dignity.
