National training strategy serves as a vital pillar to success

MANAMA: Energy Minister, Dr. Abdul Hussain bin Ali Mirza, highlighted the importance of developing a comprehensive training system within the strategies that reflect the national identity, benefit from leading international experiences and link education outcomes to the labour market needs, in order to contribute to the human development and create a participatory community.

The Minister was speaking as he opened the International Leadership Conference (ILC 2015) under the theme “Leadership and Knowledge Management”. ILC 2015 is organised by the Bahrain Management Society (BMS), along with the National Oil and Gas Authority (NOGA).

ILC 2015 features local, regional and international high-level speakers, Chief Executives, managers and those who are interested from various sectors, with the participation of a number of researchers, scholars in the strategic and management sciences and students.

ILC 2015 aims to facilitate the exchange of scientific information and practical experience on all aspects of administrative and strategic operations and organisational excellence.

The minister pointed out that it has been 10 years since the establishment of the National Oil and Gas Authority (NOGA), in pursuance of Royal Decree 63/2005 on the formation of NOGA, in order to keep abreast of changes in the oil industry and to make a radical change in the management method, sought by the leadership to modernise and develop the administrative work in the government sector.

He affirmed that Royal Decree 19/2015 on restructuring the Board of Directors of National Oil and Gas Authority (NOGA) and Oil and Gas Holding Company (nogaholding) confirms NOGA’s role, adopts the best methods of modern management and enrich the role of the oil and gas sector in serving the national economy, since the oil and gas sector is still the backbone of the national economy.

He said that effective management initiatives help to transform the organisational knowledge into competitive advantages for operating companies, noting the need to involve employees in the implementation of actions leading to better management decisions and excellence in institutional work.

He voiced the need for investing in the development of leadership skills and talents management is increasing due to the increased demand at opening new commercial markets.

Dr. Mirza reviewed Bahrain’s experience in institutional leadership, praising His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Deputy Supreme Commander and First Deputy Prime Minister’s initiative of turning Bahrain into world-class talent development centre.

He asserted that Bahrain Institute of Public Administration (BIPA) exerts tireless efforts at training the staff of ministries and government institutions by providing specialised programmes for the future managers and other Bahraini staff, according to their training needs.

He expressed his thanks and appreciation to the Board of Directors of BMS, ILC 2015 organising committee, participants, speakers and sponsors, wishing the conference success.
