National eGov Strategy 2016 on the right track

The implementation of the BD24 million National eGovernment Strategy 2014-2016 is on the right track, according to the CEO of eGA.

eGovernment Authority (eGA) CEO Mohammed Ali Al Qaed on Monday announced the achievement of 91.3% of the annual Key Performance Indicators (KPIs) specified in the National eGovernment Strategy 2016.

Overall, he added, the authority has achieved the majority of the KPIs for 2013; exceeding the targeted measure in some indicators; particularly those associated with launching new eServices, customer satisfaction and government integrated eProjects.

The press conference was attended by the CEO; Vice CEO Dr. Zakareya Ahmed Al-Khaja; and Management and IT Process Reengineering Strategy Director Nezar Ma’arof. It focused on the latest progress in the implementation of the eGovernment strategy objectives and achievements of the annual KPIs.

Al Qaed confirmed the authority’s keenness in measuring its KPIs as formulated in the strategy in order to sustainably evaluate and improve performance and realize the objectives set by its specific vision. He also praised the guidance of the Supreme Committee for Information and Communication Technology, chaired by Shaikh Mohammed bin Mubarak Al Khalifa, Deputy Prime Minister.

“Having clear KPIs within specific and clear time-frame reflects the authority’s commitment to cooperate with all stakeholders in order to achieve the elements of Bahrain’s eGovernment Vision as well as accomplish the strategic KPIs through periodical reviews of the implementation plans,” Al Qaed said and praised the efforts of the members of the eGovernment Strategy Committee and all involved parties for their contributions and efforts towards achieving the objectives.

He explained that the authority has exerted tremendous efforts to complete eight strategic objectives which comprise 21 annual indicators, including KPIs classified for 2013 and those classified for 2014. Further pointing out that most KPIs have fully been accomplished and some partially. However, the KPIs that are classified for 2014 will be measured by the end of the year, he stressed that publishing such achievements and developments is a positive sign of transparency and an opportunity to focus on the aspects of improvement and development.

Al Qaed confirmed that 2013 was an ideal and fruitful year in achieving the strategy objective of cooperation and integration amongst the public sector and other sectors with the aim of upgrading government performance. This resulted in the provision of comprehensive and effective systems, comprising projects which have been accomplished through the hard and continuous work. Such project includes Tawasul, the National Suggestions and Complaints System; the implementation of the Business Licensing Integrated System (BLIS) first phase; the execution of Zajel, the Integrated Workflow Management System which handles the exchange of electronic correspondences and follow-ups through collaborating and cooperating within the Cabinet General Secretariat.

The CEO concluded by stressing the authority’s progress in achieving its National eGovernment Strategy 2016 objectives which are ambitious but realistic and measurable. The authority will continue in its clear indicators and announce the execution of its goals and annual plans in full transparency.

A number of objectives were placed to achieve the eGovernment key objectives in order to meet the needs of all partners including individuals, government and business sector. These objectives aim at increasing society participation and engagement, protection of information security and user rights, strengthen partnerships with the private sector, raise ICT readiness and improve user-experience, as well as provide comprehensive and high-quality services.
